Electronic Business One-Stop-Shop (eBOSS) — City Government of Tacloban

Effective: September 18, 2025

Welcome to the Electronic Business One-Stop-Shop (eBOSS) of the City Government of Tacloban. These Terms and Conditions (“Terms”) govern your access to and use of the eBOSS mobile application, web portal, and related services. By using eBOSS, you agree to these Terms.

1. Introduction

These Terms apply to all Users of eBOSS. If you do not agree, please refrain from using the Services.

2. Legal Authority

eBOSS operates pursuant to RA 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018) and relevant local ordinances. The City Government of Tacloban is registered with the National Privacy Commission (NPC) and holds an active NPC Certificate of Registration and Seal, ensuring compliance with RA 10173 (Data Privacy Act of 2012).

3. Definitions
  • eBOSS — Electronic Business One-Stop-Shop application & website.
  • User — any individual or entity using eBOSS.
  • Services — permits, renewals, payments, verification, tracking, and related features.
4. Eligibility

Users must be of legal age. Businesses must be registered with DTI/SEC and have valid documentary requirements.

5. User Responsibilities
  • Provide accurate, complete, and updated information.
  • Protect your login credentials; all actions under your account are your responsibility.
  • Report suspected unauthorized access immediately.
6. Prohibited Activities
  • Fraud, impersonation, tampering with records.
  • Unauthorized access attempts, service disruption, malware.
  • Any violation of applicable laws or regulations.
7. Payments & Fees

Payments follow City Treasurer’s Office policies and LandBank e-Payment guidelines. Official Receipts are issued electronically or physically depending on the transaction; refunds follow applicable rules.

8. Intellectual Property

Logos, designs, text, software, and other content are property of the City Government of Tacloban. Unauthorized reproduction, distribution, or modification is prohibited.

9. Termination of Access

We may suspend or terminate access for violations of these Terms or activities compromising security, integrity, or compliance.

10. Limitation of Liability

Services are provided “as is” and “as available.” While efforts are made to ensure continuity and accuracy, the City Government of Tacloban is not liable for damages, delays, errors, or interruptions.

11. Governing Law & Dispute Resolution

Philippine law governs these Terms. Disputes undergo amicable settlement first; unresolved matters go to the competent courts of Tacloban City.

12. Amendments

We may update these Terms; material changes will be announced via the app, website, or registered email.
